英検１級二次試験は、５つのトピックが与えられ、その中から１つを選んで、自身の意見を英語で述べる、というものです。準備時間は１分で、意見論述の時間は２分です。以下にトピックの例題とその解答例を挙げます。

Is a casino beneficial or harmful to society?

I think that a casino is rather harmful to society than beneficial. I have two reasons.
First, it is feared that some people can be addicted to gambling. Particularly those who like gambling can be lured by a casino. Once they get a gambling addiction, they can hardly get rid of it and will need to receive some special treatment for it. It will cost them a lot, and this is absolutely harmful to society.
Second, there are concerns that society may suffer from over-tourism. Many of the popular tourist destinations like Kyoto have already had so many tourists. This causes some problems like local people have trouble using public transportation. Because a casino has a potential to attract more tourists, the issue of over-tourism can be even more serious once it is built in the neighborhood.
For these reasons, I strongly believe that a casino is harmful to society. (150 words)
